Impact Windows & Doors in Sebastian, Florida

Sebastian runs its own building department, with its own window and door sheet and its own wind rules. We assess each opening against them and handle the permit from application to final inspection.

Working in Sebastian

What we see in Sebastian homes.

Sebastian is a city in Indian River County whose eastern edge is the Indian River. Vero Beach shares a building division with the county. Sebastian does not: it permits through its own City of Sebastian Building Department on Main Street. Window and door replacement there follows the city’s paperwork, not the county’s.

The city publishes a one-page sheet for window and door replacement on one- and two-family homes, written to the 2023 Florida Residential Building Code. It asks for three things. First, a copy of the product approvals with their installation instructions. Second, a sketch showing every opening’s location and size. Third, U-factor and SHGC data for each opening type. The sketch must include the emergency escape and rescue openings, so bedroom egress windows are marked rather than assumed.

Sebastian also sets its own design wind speeds by city ordinance: 160 mph for ordinary homes, which fall in Risk Category II. The city’s plan-review checklist ties wind exposure to the river. Within 1,500 feet of the Indian River a site is treated as Exposure C, and within 600 feet as Exposure D. Higher exposure means higher design pressures, so two houses a few streets apart can need different products at the same size of opening.

One rule on the city’s sheet matters to people planning a partial job. It cites Florida Existing Building Code section 706.4. Replace more than 25 percent of a building’s glazed openings within any 12 months, and the replacements must be impact-protected. Phasing a house over several seasons is fine, but the count carries across that window.

Applications go in through the city’s MGO Connect portal, which also handles document uploads, fees and inspection scheduling; inspections are booked at least a day ahead. If a homeowner pulls the permit as owner/builder, the first application has to be made in person at the building department. We normally carry the permit ourselves.

Code context for Indian River County

This area falls within Florida’s wind-borne debris region, so glazed openings must be protected with approved impact-rated products or shutters under the Florida Building Code. We match each opening to a product with the right Florida product approval for your location and exposure.

Sebastian questions

Asked by Sebastian homeowners

Who installs impact windows and doors in Sebastian?

Coastal Impact Windows & Doors installs impact windows, impact doors, and patio enclosures in Sebastian from its Jupiter base at 1449 Jupiter Park Dr. It is a licensed Florida general contractor (CGC1528942, a DBA of NXTGEN Construction, Inc.), its own crews do the installation rather than subcontractors, and its permit team prepares the permit paperwork for your address. Whoever you hire, check that their licence is active on the Florida DBPR site and that the written quote names the product approval for each opening.

Do I need a permit to replace windows or doors in Sebastian?

Yes. The City of Sebastian Building Department issues it, citing Florida Building Code section 105.1, which covers altering a building or its impact-resistant coverings. We prepare and file the application through the city’s MGO Connect portal and coordinate the inspections.

What does the City of Sebastian ask for with a window and door permit?

For a one- or two-family home, the city’s window and door sheet asks for one copy of the product approvals with installation instructions. It also asks for a sketch of every opening’s location and size, including emergency escape and rescue openings. U-factor and SHGC data for each opening type completes it. We assemble all of it.

Can I skip the permit under Sebastian’s new $7,500 exemption?

Do not assume so. The city’s exemption covers some single-family work under $7,500. It excludes any structural work, any property even partly in a flood hazard area, and other property types. It also has to be requested on the city’s form and approved first. We check with the building department before relying on it.

If I only replace a few windows, do they have to be impact-rated?

It depends on how many. The city’s sheet cites Florida Existing Building Code section 706.4: replacing more than 25 percent of the glazed openings within any 12-month period requires impact protection on the replacements. We count your openings before quoting, so a phased plan does not trip the rule by accident.

We live close to the Indian River. Does that change the windows?

It can. The city’s plan-review checklist treats sites within 1,500 feet of the Indian River as Exposure C and within 600 feet as Exposure D. Higher exposure raises the design pressure each opening must meet. We work that out per opening at the measurement visit.

Will I need a Notice of Commencement in Sebastian?

Probably, on a whole-home project. The city notes that Florida Statute 713.13 requires a recorded Notice of Commencement for work valued over $5,000, before work starts. The city’s form adds that it must be posted on the job site before the first inspection. It is recorded with the Indian River County recording office.

We would rather keep shutters. How does Sebastian inspect them?

The city accepts approved shutters as an alternative to impact glass. At final inspection it checks the structural attachment of the panel rails or shutter assembly against the manufacturer’s product approval. A signed Storm Shutter Installation Affidavit is also required, and hardware on escape openings must be approved in advance.
